NY/2007/0331/ENV - Application to build a Waste Incinerator with EFW - How to Object

No decision has yet been made by the officer handling the case so there is still time to write - all objections will count, write to the following address quoting Planning Application NY/2007/0331/ENV.

Please send your objections to:

David Johns
Planning
North Yorkshire County Council
County Hall
Northallerton
North Yorkshire
DL7 8AD

If you can, please also send a copy of your letter to us at The Secretary, The Residents Association, c/o 7 Lucas Grove North, Tockwith, North Yorkshire YO26 7QZ or cc your e-mail to general@tockwith.net .

It is absolutely vital that you write to object if you don't want an incinerator and a power station right next to our village.

This document, FoE How to Win Against Incinerators, has easy to follow information on putting together objections based on UK planning Policies.

If you have time take a look at this document, Best Practical Environmental Options, which covers how the council approaches waste disposal options (the FoE document above makes reference to this). The Energy from Waste/Gasification option comes out very badly in many areas, and it would be worth reminding the council of this.

When you write it is vitally important that you use the word "object" in your letter, e.g.

"I am writing to object to the planning application to build a Gasification Incinerator and Power station on the Marston Moor Business Park (Planning Application NY/2007/0331/ENV)".

Then go on to state your reasons for objecting. Please use your own words, similar objections may only be counted as one objection.

Some reasons for objection that have been brought to our attention include the following:
  • you may have concerns that any past/current issues arising from the business park may be exacerbated by the development. (noise, smells, rats, light pollution, traffic etc).
  •  concerns about health from emissions - the Environmental Statement which is part of the application details some very hazardous chemicals that would be emitted. It would also produce massive amounts of greenhouse gases - each tonne of plastic burnt would produce 2.283 tonnes of Carbon Dioxide. Plastic is made from Oil so this makes it an extremely inefficient method of producing electricity from fossil fuel, and destroys valuable resources. Burning paper and wood products is just as bad leading to deforestation. Remind the council that they need to do more to prevent waste and encourage recycling before they allow incinerators to be built. The UK has one of the worst records in Europe, by a long way, for waste management.
  • Location, ask the council to consider whether other sites are more appropriate, this is too near a populated area and only 400m from a childrens playground.
  • Visual Amenity, under certain weather conditions it is thought that the plume would be visible from within Tockwith conservation area, which would contravene council policy on visual amenity. The council need to be reminded of this. Due to the flat nature of the Vale of York the stack and plume would be visible from many miles away in all directions and would detract from the natural beauty of the area.

Finally, whilst objections need to be sent to NYCC Planning we also recommend that you copy in the consultees, including Harrogate council, and the Environmental Agency of both councils.
